You have the right to Complain or to Appeal the refusal of a Test Certificate

Complaints
If you are unhappy about any aspect of our service you have the right to, and are encouraged to, complain.
You may do this by detailing your complaint in full on a Complaint Form (QP 003) which can be obtained from the Test Centre or by phoning the Customer Service Department and posting it to the address below. Alternatively, you may phone directly the Customer Service Department on LoCall 1890 200 670 and lodge your complaint with them. -
Your complaint will be investigated. You will receive a reply of our findings within 2 weeks of receipt of your complaint by NCTS.

Appeal the Refusal of a NCT Certificate
If you feel that you have been unfairly refused a NCT Certificate you should direct your concern in the first instance, to the person in charge of this Test Centre before leaving. This approach will often clarify simple misunderstandings.
If after leaving the test centre, you feel that you have been unfairly refused a NCT Certificate you should return to the test centre and speak with the person in charge. Again this approach will often resolve simple misunderstandings. If this approach does not resolve your problem then you should write to the NCTS Customer Service Dept at the address above clearly outlining your concerns. To do this you should be able to obtain a complaints form at your local NCT Centre. NCTS Customer Service will investigate your complaint and send you a reply within 2 weeks.
If, after this, you still feel you have been unfairly refused a Test Certificate you may lodge a Formal Appeal with the I.A.B. (Independent Appeals Board). The person in charge that you spoke too will give you the relevant form and a brief instruction note on how to lodge your Appeal with the I.A.B.
